JKADCS (Clerical) celebrates Constitution Day

Srinagar, Nov 26: The Jammu & Kashmir All Departments Clerical Staff (Ministerial Federation) & School Education Non-teaching Employees Forum under the leadership of its President Jeelani Naik, celebrated Constitution Day/ (SAMVIDAN DIVAS) at Convocation Hall of GHSS Kotibagh Srinagar.

The Director School Education Department Kashmir Naseer Ahmad Wani was chief guest and the event was attended by various dignitaries. The significant gathering joined the nation in solemnly observing Constitution Day (Samvidhan Diwas) on 26 November 2025. This day commemorates the historic adoption of the Constitution of India by the Constituent Assembly on 26 November 1949 and provides an occasion to recall the vision of the framers of the Constitution and to reaffirm collective commitment to justice, liberty, equality and fraternity in public and administrative life.

While speaking on the occasion the Director School Education Department Kashmir Naseer Ahmad Wani said that for all government employees, Constitution Day holds special significance because the Constitution is the ultimate source of authority for all laws, rules and regulations under which public servants’ function. It defines the structure of the State, lays down fundamental rights and fundamental duties, and guides the principles of governance that every public authority and every government employee is bound to respect.

Jeelani Naik President JKADCSA (Ministerial Federation) stated that the Association recognizes that ministerial employee’s/ clerical staff occupy a pivotal position in the functioning of government offices through accurate analysis, timely processing of files and direct interface with citizens’ grievances and demands. Their day‑to‑day work helps translate constitutional promises into practical outcomes, whether in the form of delivery of public services, protection of citizens’ rights or implementation of welfare schemes.

Basharat Saleem, Chairman SENTEF describes that the dignity, responsibilities and rights of ministerial staff are closely linked with the constitutional framework, and their conduct has a direct bearing on public trust in institutions. By observing this day, the ministerial cadre seeks to deepen awareness of constitutional values, strengthen respect for the rule of law and encourage ethical, accountable and citizen‑centric functioning in every office.

Keeping this close connection in view, the Jammu & Kashmir All Departments Clerical Staff Association (Ministerial Federation) & it’s all constituents particularly SENTEF has resolved to designate 26 November every year as “Ministerial Employees Day” across the Union Territory. By celebrating Ministerial Staff Day on the same date as Constitution Day, the Association underlines that the progress, unity and integrity of the nation depend not only on high‑level policy but also on the dedication, integrity and professionalism of the ministerial and clerical workforce that supports the entire administrative machinery.

On the occasion of Constitution Day and Ministerial Employees day, the leadership including Jeelani Naik, President, Mir Muzaffar, Vice President, Basharat Saleem, Chairman SENTEF, Mushtaq Ahmad Organising Secretary, Arshid Ahmad Baba, Organizer Mohd Ashraf Khan Prov. President, Mushtaq Ahmad Vice Prov. President, Syed Safvi, General Secretary, Wakeel Ahmad Shah, Vice President-II, Rayees Akbar, Publicity Secretary, Zubair Ahmad Secretary, Ashiq Rasool, DP Kupwara, Meeras Ahmad DP Pulwama, Atir, DP Baramulla, Reyaz Ahmad DP Budgam, Abdul Rashid DP Ganderbal, Gowhar Ahmad DP Kulgam, Zeeshan DP Srinagar, Mushtaq Ahmad DP Shopian, Manzoor Ahmad Laigroo, Bashrat Nabi, Furkan Shafiq, Shah Sameer, Haseeb Mohi-ud-din, Firdous Ahmad, Fayaz Ahmad Dar and thousands of volunteers/members of ministerial cader, appeals to Government to acknowledge and encourage the contribution of ministerial employees by ensuring fair service conditions, better promotion avenues, and a healthy and respectful work environment.

The Association further called upon its members to use this day each year for constructive dialogue, legal and constitutional awareness programmes, and initiatives aimed at improving the quality, transparency and responsiveness of public service delivery in Jammu & Kashmir.
