Govt constitutes committee to oversee ‘Back to the Village’ programme

Srinagar: The Government today constituted a Committee to oversee the implementation of ‘Back to the Village’ programme slated tentatively in later part of June 2019.
According to the order issued by GAD, the Committee shall be headed by Principal Secretary Planning Development and Monitoring Department. While as Commissioner Secretary Information Department, Divisional Commissioners of Jammu, Kashmir and Ladakh Provinces, Secretary Department of Rural Development and Panchayati Raj, Secretary General Administration Department and Representative of the Information Technology Department shall be the members.
The Committee shall draw up the contours, workout the modalities and other details of the Programme and finalize a template/proforma in consultation with the Deputy Commissioners for use by the officers during their stay in the Panchayats.
The mandate of the Committee shall be to finalize the schedule of the Programme, design content of the Programme, decide upon the exact information/details to be collected at the Panchayat level and also decide upon the activities to be undertaken during the Programme (to be assisted by PD& MD/RDD & PRI).
Besides, the Committee shall oversee allocation of the officers to Panchayats decide upon the instructions or orders to be issued in connection with the Programme.
Further, the Committee shall also disseminate information about the Programme among the various stakeholders for generating awareness coordination with the Information Department.
Any additional information to be included in the template as may be critical to a particular District/Panchayat shall be worked out by the Committee, the order added.
Moreover, a joint cell comprising 4 to 5 officers from Planning Development &Monitoring Department and General Administration Department shall assist the Committee. The Committee shall also seek assistance of any officer(s) as may be required.
Pertinently, the Government has decided to organize ‘Back to the Village’ programme tentatively between 20th and 27th of June, 2019. Under the programme, 4500 Panchayats shall be accessed by the Gazetted Officers of the State. Each officer shall spend a minimum of 2 days, which includes one night, in the allocated Panchayat.
